MMCD has received many testimonials regarding the use of our documents. A sampling: The City of Burnaby Engineering Department adopted the MMCD specifications for use in our contracts in 1997. The front end tender documents were adopted for general use in 1998 on all civil and electrical contracts issued by the city. To date, we have successfully used these documents on over 60 contracts without problems or resolution involving litigation. With the new editions of the MMCD, Volume II document, Specifications and General Conditions, the need for supplemental specifications has reduced again, a trend we hope to see continue. We have no hesitation in reccomending that any municipal organization adopt the MMCD documents for their contract work. The City of Kamloops adopted MMCD in 1998 replacing the use of various consulting engineers and City-owned documents. This led to the standardization of the entire tendering process. Contractors actually expressed great satisfaction in having one tender document on all projects within City limits” says Maurice Gravelle, Engineering Manager. He added “having a standard document and the ability to customize General Conditions and Specifications to meet special local needs has enabled Kamloops to have complete control on construction methods, products ands materials used to ensure that the citizens of Kamloops are getting the best value for their money. CitiWest Consultants of Surrey having been using the documents for a few years now and are currently working with 10 municipalities most of which use MMCD. “These Cities and Districts are in the transition stage moving toward the gold book” reports Frank Wilton. “In general, we believe that economical bidding results from the use of MMCD documents. In the near future, most governmental authorities will recognize this and move to these accepted B.C.-wide standards”. The District of
Lillooet has used the documents since its inception. Since their
restructuring, they have had a major program of road improvements funded
by the Ministry of Transportation under the newly incorporated
territories program. “We have found the MMCD to be an invaluable when
tendering work in this program and we feel the MMCD have reduced our
cost of preparing the tender documents”
reports Hedley Crowther, Administrator. They have made use of
MMCD for a novel application by using the tender form to purchase a new
fire truck! The resulting
tender package was both functional and professional in appearance.
“This example demonstrates how MMCD can be adapted to provide a
low-cost standard bidding platform for small budget users”. To summarize, Mr.Crowther suggests “ that we are happy we
participated in the MMCD since inception and recommend membership to
other small communities with even smaller budgets”. The Resort Municipality of Whistler has been a member of the MMCD since 1997 and through the adoption of these documents, has been able to obtain a consistent level of control over the construction methods. The time to develop our own documents has not been available due to the high levels of construction activity taking place during our current economic boom. Through the implementation of the documents, we have been able to concentrate our resources to develop a clear set of supplemental construction details which provide for those unique requirements of Whistler. As a result, we have seen a win win situation develop between the municipality, the contractors, and the consultants working here. We would highly recommend membership to other communities as the benefits are significant.
