The Master Municipal Construction Documents provide three different ways to deal with a change of a subcontractor. One of these methods can only be used prior to award of the contract, and the other two can only be used after.
Our documents go to great lengths to isolate the owner from subcontractors. When an owner chooses to tender a project rather than doing it themselves, part of the benefit is that all the co-ordination and administration of trades becomes the problem of the general contractor. Of course, the contractor does not do this for free. Having paid for this benefit by awarding a tender, the owner must be very careful not to lose that benefit by becoming involved in dealings with the subcontractors.
